The instructions are the key to your answer.   If they want more evidence they would ask for it in the instructions.   Your chance of success will be greater if you read carefully,  interpret literally,  and don't overthink.  
 
The requirement is to prove a qualified relationship between the petitioner and the beneficiary.   Period.  It doesn't ask to prove the relationship AND prove a successful prior petition.m ( or anything else for that matter).

Vermont only receives the more complicated petitions.  Other than calling, others have tried contacting there federal representatives or the uscis ombudsman with varying amounts of success
