    Your intentions are good. But all visa applicants are subject to the same assumption (having immigrant intent). The 1 month internship happens and then she "suddenly decides" to marry a US citizen and adjust status. That is what the CO sees. It's not racism because it happens at embassies all over the world every day.
    The chances for the internship are slim. When she's qualified for medical residency that will be a different set of circumstances and judged accordingly.

    You correctly waited until you were free to marry to send in the petition.
    The pics, evidence of your relationship, etc. from before the "finalization" will not be a problem. Life happens.
    Be sure that the beneficiary knows all the details and dates regarding the divorce so that they can answer any questions at the interview.

    Don't waste the time or money filing the petition if you have not met face to face within the last 2 years. Use the filing fee money to travel to the Philippines to see your fiancee.

    As a foreign student the daughter wouldn't be going to school for free. The school district would charge tuition. Would that fit into your budget?

    Get the IRS sorted out. Owing a big balance has been problematic for VJ members in the past. The expedite will just get you to the brick wall faster.

    No income (of any type) = no requirement to file a tax return. You simply follow the I-864 instructions and attach a signed statement about why you didn't file. Not a long drawn out page, just a brief statement such as : I did not work in 2015 and had no income therefore I was not required to file a tax return.

    This is fairly common. It's gone from the fantasy of moving to the States to the reality. Sit down together and talk it all through. Doesn't matter if it's the 2nd, 3rd, 10th time. Hopefully you arrive at a mutual understanding that you as a couple can live with.
    If you weren't in the picture how would they live? No reason for the family to live high on the hog just because daughter is in the US. She needs to set the expectations with the family. It'll be best for everyone.

    This is fairly common. It's gone from the fantasy of moving to the States to the reality. Sit down together and talk it all through. Doesn't matter if it's the 2nd, 3rd, 10th time. Hopefully you arrive at a mutual understanding that you as a couple can live with.
