It's probably a discount from the hospital's list prices which have probably been jacked up 1,000% so the 75% "discount" is probably closer to the real non insurance price.
You can negotiate the bill with hospital when insurance is not involved.

The steps to reinstatement are pretty well known at this point: get Trump elected, make in Speaker of the House, impeach Biden/Harris, Speaker Trump ascends to presidency bla blah. But the PDF from their website is gold.
