Frankly, any system people put in place to do anything should have mechanisms in place to measure performance and accuracy. Our polling systems ought to be no different.

We have no real way of measuring it, though. So how do we even know if it happens or not?
Someone else can walk into my polling station, say they're me, sign my name so it looks somewhat similar (not hard for a professional) and then vote as if they were me.
If I found out it happened (as in if I came by later that day and tried to vote), I'd know something was up and complain.
The complaint would be investigated. Lots of places don't allow video surveillance of polling stations so let's assume this is one of those. What would they investigate? The signature. That's all they have to go on and if the signature is within some % of accuracy (based on a digital analysis), they have to presume there's no case.
That goes into the statistics as "no fraud found" and becomes part of the Democratic Party talking points about no fraud.

Back in 2007 (I think it was) USCIS announced they were increasing the filing fee substantially for N-400 (citizenship application) So all of the sudden they were flooded with citizenship applications. This caused the procesing times for I-130s, I-129s, I485s, I-751s etc. etc. to slow down considerably. So there is prior evidence of a sudden rise in one particular application slowing down the entire system.
I know that bit of truth will be hard for some here that are licking their chops at the prospect of all those future Democrat voters, but it's reality. The bottom line is that the current administration is giving preference to people who broke the law to immigrate to the U.S. vs. people that did it the legal way. They're doing this for political reasons while claiming it's some kind of humanitarian act. Anyone that thinks this is some sort of humanitarian gesture on the part of the Obama administration, and not a pure political play, is living in fantasy land.

Same thing in Thailand. Everyone has an ID. They get it at 15 years old. Surprisingly, society there didn't collapse because of this. As other people have pointed out, you need an ID in the U.S. for 100s of other things. Not sure why anyone would have a genuine non-political reason for not requiring and ID to vote.
