    Visa issuance is done by Consular Services which may not even be in the same city as the Embassy.  US Citizen services are provided at Embassies AND Consulates.  For example Guangzhou and Cuidad Juarez have their country's  Immigrant Visa Units, far from the Embassies.  Cebu has Consular Services as does Manila.  In Guangzhou US Citizen Services and the IV unit were in the same regular office building.  I took the escalator up to their floor.  USC services to the left.  IV unit to the right.  If COVID related policies are still in effect, one might need to be a bit more assertive to go in without an appointment but I would not expect them to be denied entry.

    Um, because they are in the city where the consulate is? Why would you think consulates don’t have services for citizens, especially countries where there is quite a distance between cities.  I’ve never been to the embassy in SA because they don’t do visas, only the consulates do. I attended visa interviews at all 3 consulates at different stages and the above scenario played out every. single. time. Can’t imagine the embassy making someone take a 2 hour flight + 45 minute drive to the embassy because the person lives in Cape Town and they would only help citizens in Pretoria.  Remember very many  countries are bigger than the UK. 

     
    edit: actually, I remember I have been to the embassy in SA, but that was for some cocktail party to do with economic relations between the two countries so it doesn’t count for this discussion lol.

    Normally they would always allow access to a US citizen who needs to talk to an official.  Obviously, make sure you take your passport as ID. If i were you I would go before Thursday.

    The cost of medical insurance for older non working immigrants is astronomical. Make sure you look into all these costs .. it will very quickly use up any $$ you or they may have.

    In Peru the only facility Embassy/Consulate is located in Lima, the capital.
     
    To the OP— Go there very early in the day when they open. Entry and queue management is done by the security personnel at the front. You may explain to them why you are there, and I think they’ll call someone from the appropriate unit inside.

    They may need more than a phone call, after all anyone could be on the other end of the line.

    The best option is you apply for your parents, when they get their green cards they apply for your sibling as F2A minor child of LPR. Each process will probably take about 2 years. They cannot bring a derivative on an IR5 visa, and a direct sibling visa is probably going to take 15 years+.

    You misunderstand the process.  The visa bulletin is not used by embassies to decide to schedule. It shows when limited categories have visa numbers available - at that point the petition is able to have an interview set . Because IR petitions always have visas available, NVC goes directly to the coordinate with embassy step for interview once they are done with the petition. Interviews are generally scheduled in order of DQ date, so the fact that you’ve been waiting since June is likely just a reflection of the current backlog at the embassy. Having a visa number available and getting to the front of the interview queue are separate things….

    I feel like you did not actually read the previous two answers I posted. I have nothing to add to those.

    Just to point out that what I bolded above is not correct.  If someone is selected and they have submitted a DS260 and their number is current, they will get an interview.  There is no pre-sorting done - only a consular official in an interview can determine whether or not the applicant is qualified for a DV. In any case the eligibility criteria do not have to be met at the time of entry, only by interview - and there is no way to prove work eligibility on the entry form anyway. So no one is selected out on eligibility criteria at any stage of the process before interview.   So in this case the applicant if selected would go through the entire process, pay for medicals etc and the interview fee and only then get officially told what they knew all along, that they are not eligible. The only disqualification right after entry /selection would be for duplicate entries, and if they pick that up the entry itself does not get announced as selected (this is why DV case numbers are not all consecutive).

    Answers that were based on the understanding that it was your son and that it mattered when you got citizenship. If it’s not your biological son, it doesn’t.  Other answers might change too.  Annoying to have wasted time here. Good luck with everything though.

    I would first ask for the source of the quote, as I don't believe it is from neither the State Department nor USCIS to see the context from which it was quoted.  It is, possibly, a mis-interpretation, mis-statement, or mis-understanding of the provision that allows a spouse and minor children to be issued derivative E-visas even if they don't have the nationality of the principal applicant/business entity.

    There ate a few threads on VJ discussing some of the larger embassies, a search in some of those might shed some light for you. But short answer is for the most backlogged embassies, yes the wait is longer than a year.
