This is just the entry form, all it does is get his name in the hat and assigned to the right region. Proving eligibility only happens if and when he is selected. He must answer all the questions on the form as they are presented.

You don’t have to worry about being exact regarding o*net for the entry form. Just write whatever suits him best. If he would be qualifying via work experience that only needs to be proved at the time of interview, if he is selected. And please don’t leave the question about education empty, unless he never went to school in his life?
