Now that you have your MNL case number. You can follow my Visa Application walk-through as a guide or reference. If you have any questions, please do ask.

Now your fiancé will pay and schedule the USEM appointment.

Cash payment at any Bank of the Philippine Island (BPI) branch. Just go into the branch nearest to her and tell them you are paying for K-1 Visa application fee. They will know what to give her to fill out. If she is unsure on what to fill out ask the staff there to help her fill it out.

If your fiancé passes her Medical They will give her a date to come back to SLEC and get her results and medical will CD of chest X-ray
On the interview date she will have a time most likely 6:00 - 6:30 AM to be at the Manila USEM. She needs to have all her required documents in hand, appointment letter, and passport. Again refer to K1/K2 Interview Preparation Instructions as for what is needed. Make sure she has all papers organized. It makes for a easier processing at the embassy and shows seriousness. Buy a organizer with tabs. Label the tabs for each requirement.
Once at the embassy, she will fall in line. They will take her appointment letter, check passport and assign her a number. At the embassy they don't allow any electronic devices.
You are not allowed to enter the U.S. Embassy/Consulate while carrying any of the following items:
battery-operated or electronic devices such as mobile phones, digital diaries, digital watches, pagers, cameras, audio/video cassettes, compact discs, MP3s, floppy disks, laptops, or portable music players
large shoulder bags/purses - only bags that can be carried by hand will be permitted
bags such as travel bags, backpacks, briefcases, suitcases, leather, cloth bags, and zip folders - you can only carry plastic bags containing application-related papers
food items (refreshments are available for purchase in the waiting area)
sealed envelopes or packages
cigarettes, cigars, match boxes, lighters
sharp objects such as scissors, pen knives or nail files
weapons or explosive materials of any kind
If she needs her cell phone they will ask her to check it in at the security section. They will give her a card so she can retrieve at the end of interview.
They will give her a form to fill out on how to deliver the passport with visa. Either it's deliver to her home address or she can go pick it up at a 2GO location.
Once inside, she will need to look on the board for her number to be called. She will go to the window and ask for her paperwork. Then she will be finger printed. They will tell her to wait again. Once her number flashes again, she will have her first interview with Filipino consulate. They will ask her a few questions and check and process her documents. (MAKE SURE SHE HAS ALL REQUIRED DOCUMENTS). If all is in order she answered all questions to satisfaction. She will then wait again for her number to flash again on the board. Then she will have her final interviewer US consulate. Consulate will process her paperwork and ask a few questions. If all is in order she will be told to wait again for her number to flash. Then she will go to the 2GO window where they will take her passport. They will give her a receipt (make sure to ask if they do not give one).
That's it for the USEM interview. You can now breathe a little easier.
Now if there is a problem. They will give a 221g form and state what the issue is. Now you will need to get them whatever they want in order to proceed. Now this is pull a long process when your in Admin Review. Look on VJ for Admin Review stories.
It will take 5 - 10 days for 2GO to receive visa and passport from USEM.

Also when you book your flight. Check to see if all airport taxes are include in the price of the ticket. If not, your fiancee will need to pay the " Filipino Travel Tax " of P1,620.

It's all on the Consular's discretion whether they require consent from a parent or guardian.

Also when you book your flight. Check to see if all airport taxes are include in the price of the ticket. If not, your fiancee will need to pay the " Filipino Travel Tax " of P1,620.

The best option is to pay what you have to pay so you can get passport and visit her here, getting US tourist visa is difficult. And as far as I know marrying using tourist visa in US is a red flag.
By the way, how can you able to visit her here if you cant even pay your child support? Know your priorities.

You have your interview scheduled, then there is no reason to wait any longer.
I see according to your timeline you got your NOA2 about a month ago. I hope you didn't sit and wait for the letter from the embassy this last month.
Make sure to print three copies of the interview confirmation letter/page (if you scheduled online) as you will need two for St. Luke's and the other for
the embassy.

Those last-minute-spur-of-the-moment changes might cause delays.
Just go to the address that your fiancee wrote on the 2GO form and wait for the visa there.

Bring everything listed on the CFO website and also bring every scrap of paper from your immigration process. And yes, bring your notarized parental consent/advice form too.

I think partly why they don't ask for consent letter at CFO is you are already married, so you did that already. Just thinking out loud.

i sent some chocolates back home, took them 3 months to receive it but that was the time when i was still in England. I don't know how long it will take here. But anyway, it didn't melt. My friend advised me that once you get all those chocolates, do not put it in the fridge, pack it straight to the box. I just put it in between clothes and other stuff. You will now pay for you the fiancé visa application fee there in Philippines. Fee is U.S. $240 / P10,243. Send a little extra as it is bases on current exchange rate. Cash payment at any Bank of the Philippine Island (BPI) branch. Just go into the branch nearest to her and tell them you are paying for K-1 Visa application fee. If your fiancé passes her Medical They will give her a date to come back to SLEC and get her results and medical will CD of chest X-ray
On the interview date she will have a time most likely 6:00 - 6:30 AM to be at the Manila USEM. She needs to have all her required documents in hand, appointment letter, and passport. Again refer to K1/K2 Interview Preparation Instructions as for what is needed. Make sure she has all papers organized. It makes for a easier processing at the embassy and shows seriousness. Buy a organizer with tabs. Label the tabs for each requirement.
Once at the embassy, she will fall in line. They will take her appointment letter, check passport and assign her a number. At the embassy they don't allow any electronic devices.
You are not allowed to enter the U.S. Embassy/Consulate while carrying any of the following items:
battery-operated or electronic devices such as mobile phones, digital diaries, digital watches, pagers, cameras, audio/video cassettes, compact discs, MP3s, floppy disks, laptops, or portable music players
large shoulder bags/purses - only bags that can be carried by hand will be permitted
bags such as travel bags, backpacks, briefcases, suitcases, leather, cloth bags, and zip folders - you can only carry plastic bags containing application-related papers
food items (refreshments are available for purchase in the waiting area)
sealed envelopes or packages
cigarettes, cigars, match boxes, lighters

If she needs her cell phone they will ask her to check it in at the security section. They will give her a card so she can retrieve at the end of interview.
They will give her a form to fill out on how to deliver the passport with visa. Either it's deliver to her home address or she can go pick it up at a 2GO location.
Once inside, she will need to look on the board for her number to be called. She will go to the window and ask for her paperwork. Then she will be finger printed. They will tell her to wait again. Once her number flashes again, she will have her first interview with Filipino consulate. They will ask her a few questions and check and process her documents. (MAKE SURE SHE HAS ALL REQUIRED DOCUMENTS). If all is in order she answered all questions to satisfaction. She will then wait again for her number to flash again on the board. Then she will have her final interviewer US consulate. Consulate will process her paperwork and ask a few questions. If all is in order she will be told to wait again for her number to flash. Then she will go to the 2GO window where they will take her passport. They will give her a receipt (make sure to ask if they do not give one).
That's it for the USEM interview. You can now breathe a little easier.
Now if there is a problem. They will give a 221g form and state what the issue is. Now you will need to get them whatever they want in order to proceed. Now this is pull a long process when your in Admin Review. Look on VJ for Admin Review stories.
It will take 5 - 10 days for 2GO to receive visa and passport from USEM.

Once you have received your passport with visa. Now its time for CFO (Commission on Filipinos Overseas). Now CFO seminar can be done in the beginning before obtaining the visa and passport. You will need to return to get the CFO sticker and Stamp in the passport after receiving the visa passport upon approval and delivery.

I'm sorry to hear that. My wife has said she wants to go home many many times, but never before we were married. She's been here since September of 2011, and she still gets homesick and wants to return. Although it has gotten much better than it used to be, that feeling is still there. Unlike how many Americans think, that everyone outside the USA and, particularly from third world countries, are dieing to get into the USA, my wife never wanted to leave her homeland. It is only because of our relationship that she agreed to move to the USA, and that was not an easy agreement to get from her.
Give him time and support, and maybe he can work through this. His comment of wanting to return home may have more to do with the pain he is feeling from homesickness than a true desire to leave you. Its not an easy ride having a homesick spouse, but if we love that person, do we have any choice but to take it? Good luck to you, and I hope you can work through this.

This kind of thing happens to most of us, not just to people with SOs in the Phillippines. The question is moot. You can't give what you don't have. Putting yourself in debt is not the answer. What would they have done if you never met your fiance? I know it may sound cruel, but it is the truth. Sometimes the family and friends of our Sos think that the American has an unending supply of money. If you are not honest with your fiance's family now, you will be on the receiving end of a never ending supply of family "emergencies'.

Jena and I have been married for over 5 years now. How did she change after coming to the USA? Well, I'd say she's not quite as shy as she was when I met her and of course she's more mature.
Obviously it depends on the individual. What is your wife/fiances circumstances now? Does she live on her own or with her parents? This is just my opinion and I'm sure it's not shared by all but, during the visa process I helped Jena get her own place for a few months so she could get used to being independent before she moved here. I think it was less of a shock to her when she came to the US. When I had to go back to work she was used to being by herself.

Been married for 7 and a half years. I'm the Filipina. I just asked my husband and he said he's very happy with his life. I asked him whether he'd prefer to be single so he can do whatever he wants rather than take care of me and our two daughters. He said he likes taking care of us and we make him happy. When we were watching the movie "Up", he cried because the old guy's wife died and he said he can't bear the thought of not having me around. That was the only time that I saw him cry. I was surprised because he didn't even cry when his father died. Not that he doesn't love his father. But he said he just doesn't expect his wife to die before he does.
The only other time that he cried that I knew about but didn't see was when he left Philippines to go back to US to file for our k-1 visa. He said that he cried because he didn't know when he's going to see me again.
Umm, I'm sure I've changed throughout the years but my husband seems to be happy still after all these years or he's really good at faking it.

Notice Of Intent To Deny, or NOID. It's bad news.
The consulate officer didn't believe your relationship was real. They believed it was an attempt to circumvent immigration law. The consular officer sent the petition back to the USCIS with the recommendation that the approval of the petition be revoked. In the consular officer's mind, it should never have been approved.
The reason this letter is bad news is because USCIS apparently agrees with the consular officer, and now they're intending to revoke the approval of your petition. What's worse is that it was the California Service Center. They usually don't readjudicate returned petitions. They just let them expire and let the petitioner file another one. The fact that they're sending a NOID without you having first tried to submit another petition means the consular officer's evidence must have been very convincing.
Here's the rough part...
By returning the petition, the consular officer has made an accusation against your fiancee. The accusation is that she made a material misrepresentation by applying for a visa based on an invalid relationship. That resulted in your petition being flagged. Marc Ellis, an attorney who sometimes posts on this board, calls this a "P6C marker", where "P6C" refers to section 212(a), paragraph 6C, of the Immigration and Nationality Act. That particular paragraph deals with immigration fraud.
In a nutshell, the consular officer has accused your fiancee of fraud. If USCIS concurs by revoking the approval of the petition then that accusation becomes a finding of fact. In the eyes of the US government your fiancee will be guilty of immigration fraud. No future visa application will ever be approved for her unless she can get an I-601 waiver for the fraud charge. Those waivers are difficult to get, and usually require an experienced (and expensive) attorney.
What I suggest you do is contact a good immigration attorney now. When you get the NOID letter you will have a limited amount of time to respond to it, usually about 30 days. If you don't respond forcefully and with tons of evidence then they'll revoke the approval of the petition, your fiancee will be guilty of fraud, and it will be much more difficult to get a visa in the future. Your main objective now is to stop USCIS from revoking the approval of that petition.
