    Any news anybody? NVC and Consulate are working on F2A cases or not? Both are making excuses on each other... who’s accountable for this delay? 
     
    Generally, around what time of month NVC starts sending ILs?

    Anyway, looking at this response the waiting times for F2A for India is more than 2.5 or 3 years now??
     
    so it’s backlog and they don’t know when it will clear it can take upto several months.
     
    This "Several" scares me now, how long?? Did he/she gave any ballpark figure? 3, 4 or 6 months?? 
    Unnecessarily, Legal Immigrants' family members are getting screwed up in this process.  
     
    Crappy H1Bs and their spouses are coming like in great numbers here ... nobody is stopping them from India. We followed the right and legal approach and suffering unnecessarily, where students are enjoying OPT/CPT joke to get the jobs away and they are bringing their spouses as well. On top of that they all need EADs to work and get it too .... I seriously support trump's "Buy-American Hire American" ideology but why LPR spouses/children are needed to wait for that long?? ... Non-sense. They need to give preference to F2A over all other NON-IMMIGRANT applicants (Tourist, Student, Entertainment, H1B etc.) 
     
    They don't even issue tourist visa to LPR spouses due to lack of strong ties to home country ... what kinda stupid rule is this?? no alternative relief for us, waiting times for Mumbai Consulate for all other non-immigrant visas like tourist, student, H1b, H4 and other ####### is only 50-60 days ...

    It's usually all the uncles and aunts and hence made up over 20+ people. 4 uncles and 3 aunts and their wife/husbands and kids makes up over 20+ people. So, it's not a lot. 7 families x 3 in each including the beneficiary = 21 is bare minimum. 
     
    It's F4 visa so brothers and sisters of petitioner. Which is also why F4 has a waiting period of 13 years!
     
    No there's no more to come. My grandma visited US long ago and since most of the families have moved, she is going again. 
     
    Well US has been settled by chain migration. Its been going on for over 200 years, so nothing new.

    Somebody under CR1/IR1 Spouses of Citizen created this thread to capture the date from CC to Interview Date time:
     
     
     
    Whether it is Citizen's Spouses or current F2A Spouses (Current in VB) with Documentarily Qualified status, all of them are waiting to get their visa numbers on the basis of slot provided by Mumbai consulate. I hope NVC is treating equally to both spouses and not giving any kind of privilege to IR1/CR1 over F2A where F2A is current with Doc. Qualified status. Following is the snapshot they are maintaining in spreadsheet:
     

     
    Looks like the last slot was allotted on 9th May 19 for the month of June 19. Many people are not updating their timelines and Mumbai Consulate is not sharing the monthly visa allotment list of cases what it used to do long time ago. But, just an estimate by looking at others experiences, one should wait at least 60-90 days after cc till interview date under IR1/CR1 and I think plus 30 days more in case of LPR spouses. It's just my assumption by looking at the trend right now, nobody knows at this moment what is going on in reality.  
     
    FYI ... My case was completed on 10th May 19. And my case got current in last bulletin and yes obviously it is one and only MUMBAI Consulate. Why did they shut down New Delhi Embassy ... 😥  god knows why ... no comments!!

    There was a time, when I-130 got approved within 6-9 months after filing with USCIS. Now the pattern has changed, USCIS picks petition which is going to be current in 3-4 months on VB. Visa bulletin is publish by NVC under the prescribed law which allows only 90,000 approx. numbers in a year for all countries with 7% per country cap in F2A.
     
    NVC do the math on the basis of approved petitions received from USCIS. Since, USCIS is holding the petitions for very long time which is disturbing the process and misleading the numbers of NVC's yearly budget. This procrastinating process of USCIS is affecting the whole process drastically and this is actually happening right now because dates are flying with insane speed i.e. not healthy at all.
     
    I am aware with this VB behavior since 2008 when I was waiting for my number under F2B, same thing happened in 2010-11 when dates moved too fast and Embassies and Consulates around the world were not even ready to bear that much load and retrogression (reverse movement) happened and dates pushed back by more than 12 months in certain categories in order to make correction. Refer Visa Bulletin archives of last 10 years ... you will notice this pattern ... 
     
    Right now NVC has very few approved petitions due to this backlog at USCIS, your case must be approved by now but god knows what USCIS up to these days ... Interview Letter will be sent to those whose cases are Documentarily Qualified/completed but in reality very few cases are completed with year 2017 PDs. NVC must be experiencing false numbers in its system, and dates on VB are advancing at great speed like there are no cases exist in year 2017 but reality is different .... soon they gonna realize the actual demand is over supplying dates and retrogression might be happened. 
     
    You better check with USCIS what stopping them to approve your petition. I hope you will be approved soon ... good luck!!

    Thanks PD3, well that's a relief!! I was assuming the same, now we are in same boat ... hopefully Bombay Consulate will start proceeding the cases ... my pd is 18 May 17. 
    But, you must receive an interview first, you are 2 months ahead of me ... all the best and keep us posted here. Thanks again for clarification.

    Just received an email from USCIS this morning: 
     
    case has been approved 
    pd: 18May 2017
    approval date: 25 Feb 2019
     
    now, waiting to receive approval notice (NOA2) in mail. Thank god it’s done, such a relief.

    Okey, It looks weird but I have just entered that link.
    It showing DS-261 form to fill. It looks very tempting right now to me to get started but they said specifically that Individuals who have been asked by NVC to fill COA or DS-261 will start the application.
    Im confused right now, what to do?? If i am not eligible yet then how come their system showing me DS-261, in fact I can fill it right now. Only, one thing stops me that I havnt receive anything from NVC in this regard.
    Somebody help

    My Interview was scheduled for 9 AM.
    I reached there at 8 and was sitting inside the chamber by 8.15 and waiting for my turn patiently. There was a huge crowd waiting already inside the Immigrant section and the staff was serving the people on first come first serve basis.
    At 9.30 AM, I was called on the window for fingerprints verification, and they issued me a token no. to wait for my turn for further processes.
    At 10.00 AM, my token no. was displayed on the screen and there was an Indian Lady behind the window and she asked me following questions:
    1. Who calls me?
    2. What he does?
    3. Is he the citizen now? If yes, then please provide me the photocopy of his naturalization certificate.
    I did follow everything whatever she said and then she took my passport and told me to wait for next call and consular officer will take the final round of interview with me.
    At 11.15 AM, I was called by an American Consular Officer. She asked me to raise my hand and take an oath and then she asked me the following questions:
    1. Who calls you?
    2. Where does he live?
    3. What does he do for living?
    4. When did he go to US?
    5. How did he go to US?
    6. Where does he work?
    7. Are your parents still married? Are they living together?
    8. How old are you now? Are you married?
    9. What will you do when you go there?
    10. What do you do now?
    11. Where is your mother right now?
    12. Is your father a US citizen now?
    Then, she examines every document carefully and told me to have a seat, I will call you shortly. This time I was surprised because I was the only one who was asked to sit and wait during the final round, otherwise everyone was through during the last stage.
    Anyway, I was waiting for my turn yet again. I could see her discussing my case with her fellow colleague and their reactions were negative. She was not at all convinced with some point and I couldnt heard her from 20 feet away but her facial reactions were not good. I was tensed and confused all this time and I had no idea what is wrong with my case. Meanwhile, I was scanning every single document carefully and try to figure it out what's stopping them to issue me a visa.
    At 1.00 PM, an Indian Lady calls my name from different window. She was holding my passport and I was scared to hell when I saw my passport in her hands. She called me up and said: Sorry sir we cant grant you the visa this time, since your father is Citizen now, hence your case has been treated as an F1 it is not at all classified under F2B. Sir, here's your passport, sorry we cant help you with this case any more and you will be notified soon by us for next steps.
    That was a moment, when I laughed in my mind and relieved a bit. Then, I told her everything about this CSPA Section-6 and told her my story that how did I gained this Opt-out approval notice from DHS last month from USCIS Field Office Delhi Embassy itself. She asked me to show her the original copy, I gave her that piece of gold immediately. She did read the whole stuff thoroughly and nod her head and told me to wait while she goes to discuss this matter with that american consular officer.
    At 1.30 PM, I was called on the same window and that american lady said this one and last sentence to me:
    Congratulations Sir, you visa has been approved!!
    And then finally after so many hours of intense drama and panic situation. I came out laughing out loud and hugged my mom and celebrate the moment.
    I checked my status on ceac.state, and it shows "Issued". I just hope that I will receive my passport before saturday so that I could go with my mom on 6th late night.
    In short, my case wasn't at all a piece of cake like others. In fact, it was a roller coaster ride for more than 5 longest hours of my life with full of tension and stress. But, in the end it all went well. Thank you all for your support and wishes, I am really thankful to my god today. He saved me today seriously.

    oh oh.
    Don't worry, its just a formality as they have to follow the procedure and its a part of the routine. Everything will be fine and he gt the visa once he submitted the Affidavit of Support.
    But, why didn't you send the signed copy of AOS to your son before?? It is always mandatory to carry both original bundles (Civil & Financial) documents.

    whats his Priority Date?
    If the case is completed, which already has then don't worry about any opt-out notice or any formal letter notifying in this manner.
    They won't ask ur son about any document for Opt-out.

    If initially the petition filed under F2b and then converted to F1 upon the petitioner's naturalization. And if the BENEFICIARY himself not the Petitioner requests the DHS to facilitate the Section-6 of CSPA i.e. Opt-Out by stating the benefits he will get by this. Only then, he may get back into F2B and since ur case has been completed under F2B then there's no doubt to think about it.
    Perhaps, there's some different rule applies if the Petition initially filed under F1 and then beneficiary seeks a benefit of opt-out, then they may refuse the request. But im not sure about this, I do have a vague idea about this clause. Actually this opt-out is really confusing to understand as they havnt disclose much info about this and no one ever faced these circumstances before except filipinos.

    I havent recvd any e-mail from NVC regarding the case completion.
    In fact, the last mail I have in my inbox dated 24th March 2015 when NVC received my packages.
    But NVC sent an e-mail to chubbs though. I confirmed mine when I see NA in front of AOS fees by calling them, since then I have made many calls to confirm abt my case status and every time operator says the same thing.
    So, it hardly matters to me to receive or not to receive an e-mail. Now, the thing which matters to me is Interview Letter only.

    I think affidavit of support fee invoice is not a Welcome Letter.
    and I am 100% sure that welcome letter comes along with a AOS fee Invoice.

[ ] [ ] Alright, if you people receive anything like this with 4 page PDF stating all this things, then it means u have received a welcome letter by NVC and ur case is eligible for further processing or u have just entered the consular processing process which will end up ur case with greencard eventually. By the way, NVC generally starts consular processing when they feel the PD is going to be current in next 6-7 months after doing the budgeting for a whole year. I know there are many applicants who suffered back in year 2011 who got started this consular processing and then the great retrogression happened and they all waited for many years to get current. But, this doesnt happen all the time. In fact F1 didnt even move a month on an average in a previous year, so there are very rare chances of retrogression. Moreover, from october 2015 onwards there will be a fresh quota initiated and to fill that demand NVC approached the people like you who are having a PD of Nov 08 who are likely to be current in next year's quota. If anybody feels that i am giving any false hope or anything like that then its up to you guys to ignore ur welcome letters and instructions given by NVC. Best of luck!!
