The thing is - I think a few people have suggested these girls are playing him just so they can both get here - which was kind of what I was thinking too. But once his wife was legal here, didn't they have the right to petition for her sister as a family member to come? I mean, would they really need to go through all this if their desire was just to get them both here?
The wait time for the Philipines is insanely long.

Where did the OP say she was not of the same religion etc as her bf?
I was adressing issues that might be "red flags" at the Consulate level, if they go through the K-1 route. They're not too nice in Casa.

Your lawyer is an idiot and/or trying to get money from you.
They have no way of adjusting status in the US, some probably have 10 year bans on them, or at least can only get a visa a very long time from now. They screwed up by breaking the rules.

How did you meet, on what site? Are you older than him? Are you Muslim?
I also suggest heading over to the MENA forum. No offense, but you have no idea what you're getting into. In the best case, that he does really love you, Casablanca is one of the toughest consulates to get through.

The other odd thing is Russia requiring foreign students to leave every 3 months. Don't see the rationale behind that.
Actually, I don't know how I didn't catch this, but as a person who studied in Russia for over a year, they don't. They require you to renew the visa and registration every three months, but you don't have to leave the country for that, you only have to pay the equivalent about $5 so that your university can process the renewal. Every three months the lines to get the necessary documents to do this, at my university, were huge, and the rule applies to everyone, not just US citizens. So yes, another BS the wife has thrown at OP.

That maybe, but I am just telling about MY experience with a student visa from the Consulate in Almaty. It was very easy to obtain and did not take that long. I agree that the OP should not do this, but I want him to be aware that the BF, Daughter, and his wife may have already researched this and if they can get him to sign up to sponsor the BF then he can get to the US on a student visa.
I will say that my then GF was in her late thirties and not twentyish like the BF. THAT may have aided in the ease of obtaining the student visa. I have seem several people my wife knew when she worked at a local college granted student visas to the US and other foreign countries. Just throwing this out there for the OP so that he can plan his course of action accordingly.

Anecdotes are not evidence.
But, let's say BF, daughter and wife are researching this. Wife being so emotionally invested in her 17 year old's daughter's relationship is bizarre, especially knowing daughter has better chances stateside. I don't want to think it's that daughter's boyfriend actually has something going on with wife, but that's my gut reaction.

Just so you know. A student visa from Kazakhstan is very easy to obtain and does not require more than about a month IF there is a sponsor in the US for all finances. All you have to show is that you have applied and been accepted to a college in the US. So the idea that the BF might or will not or have a hard time is not correct in this instance--assuming he can find a college that accepts him, but how hard it that as most colleges only seem to care about money these days. That might be why the step-daughter and wife are acting the way they are as they have researched this and KNOW that the bf will not have much of a problem getting a student visa if the OP sponsors the BF financially.
No, see, no. There's no different, official set of rules for different countries (few exceptions). However, there is still absolutely no reason for him to; a. get on the hook for yet another immigrant b. pay very expensive US tuition for a guy who's probably a stranger to him.

Include more statements throughout the 2 years. Why give them reason to delay/deny your application due to little evidence?
No taxes. Explain in a cover letter.
No mortgage. Ditto.
No joint credit cards. You know the drill.
You have just a bit to show the co-mingling of funds and some superficial evidence. Beef it up and you should be fine.

Don't see why the option that she scammed him seems so far-fetched. Depending on where she is, she might need to take to flights back to the Phils.... so.... say first flight in Texas, layover in NYC. She can just leave in a layover city. act like she's abroad.

There is troublesome amount of outdated misconception among many a USC in reference to the stereotype and the nation depicted. It used to be that those nationals wished America upon themselves - but the old dream no longer holds. It is Putin and not Obama who's been currently voted world's most powerful man, and for a reason. Now, things may eventually go back to the old world order - but not inside this decade... Today, the country depicted is further from a third world nation than the US. More billionaires live in their capital than in ours by far, more freedoms and free-market practices are enjoyed, much better education and higher average IQ among the young, way more culture, depth of history and depth of soul. Anyone who dares add that nation to current list of the third world countries striving to move themselves to the US, knows not what they are talking about... OP, put a sock in it - the sooner you start your therapy, the better. Read books, go to opera, immerse in science, travel the world, educate yourself and your children, and forget all this nonsense as a distant dream. How about junk mail in either / both your names that are sent to the same address? Magazines even.
We do have all of our mail (important and non-important) and other docs (driver's licenses), showing the same address... that counts?

I have. Don't really have much else "big" like insurance or the like. It's mostly pictures, affidavits, taxes, etc.

On the emotional front; they're manipulating you. He does not love you, likely never has, and this is all plan to get him to come to the US. Any tears he sheds are about him possibly losing The Visa, and not about losing you.
On the practical front; it'd be incredibly stupid of you to help someone commit fraud.
If you do decide to marry him, he will be a good husband until he has his green card in hand. Then he will treat you like hell, if not disappear.
