No, this is a law. They have to be enrolled in public schools the moment child is presented to the school. Any time! In fact, it is a must for you to enroll the child the moment you immigrate.

NVC.  Once a case is there, it can be delayed indefinitely.  

You cannot force somebody to move to the US permanently against their will.
It's very kind of you thinking about her safety, but I think this is all waste of time and money. Plus whenever she renews visa, she'd have to flag an immigrant petition was filed. This could lower chances of tourist visa approval.
 
And if she somehow gets GC, she cannot have "maintenance visits". It's for living in the US. If she spent 9 months in the US and 3 in Ukraine in a typical year, that's one thing. If she spends 11 months in Ukraine and comes for a month to the US to leave again - that's inconsistent with LPR status.
 
Again, think worldwide taxes.

You can petition her and see in 18 months what the situation is and if she wants to move.

I agree with @Boiler,  if not too much of a financial burden, file the I130, and in 18-24 months look at the situation.  If she has no desire to relocate permanently to the US, let the I130 lapse, and let her keep her B2 for visiting.  If she wishes to relocate, then continue with the IR5.  We did this for my adult stepson as we have no idea what the situation will be in 15+ years.

I had cancer and I TRULY needed my wife here as I was temporarily disabled for 2 years. I applied for the expedite with all the documents from the hospital. Meaning, extensive description of the REAL condition which requires care, supported by MRI, and the whole array of various physician-generated documentation. Bulletproof. And it was denied. You can extrapolate.

Apply for n400. You should do it no matter what as last my as your first 751 is not denied and it is 2 years and 9 months from conditional gc issue. Nowadays, they do not process i751 until you file n400. It seems like it for sure.

Currently, Russia uses these “students “ and “tourists “ to spy or push Russian propaganda. This is the matter of national security and there is nothing you can do. Frankly, I don’t blame them. I would do the same. The only entity you can blame for such delays is Russian government.
