Usually US Courts are reluctant for a child to leave their jurisdiction.

Also keep in mind that you must inform the other parent before traveling out of state with the child, and will typically need permission from the other parent (or the court) before taking your child out of the country.

 

even if u have permanent custody,  the other parent can prevent u from moving the child to another state

It depends on the parents. 

But, I've seen something similar to Ontarkie's scenario. 

Child lives with the mother and father visits the mother and child (because she cannot travel as easily). 

When child gets older they fly unaccompanied between to two parents. 

Flying to father for their vacations and then flying back home for school. 

In another scenario, the mother received custody (she was USC) and child has not yet visited the father as parents did not have a friendly divorce. And neither parent wants to/ can afford to pay for the travel to the father's country.
