OP you’ve received good advice from others, good luck!

1. This wasn’t the DMV worker’s first rodeo.  Extension letters have been around for years.  The reality is DMV policies are xeno phobic and impose restrictions far in excess of what the REAL ID Act requires.  I’m 99 percent certain this was done with malicious intent: it’s a product of xenophobes running the DMVs 

 

2. I do agree however that a police report is unlikely to result in a criminal investigation. Still a police report should be filed because …

I got robbed of my wallet with the GC inside, didn't file a report, the officer who stamped my passport didn't ask anything. I showed him the 24 month extension letter and that's it.
