Hi everyone!

I am a Chinese citizen in China and my fiancé is a U.S. citizen. He submitted i 129f at the end of May last year. Last June the USCIS sent him a reciept "797". However, the unknown documents sent to him by the USCIS  were returned as undeliverables last August because of a change in his address without notifying USCIS, and at the end of May this year he updated his address with the USCIS.

We met in person within two years before the application. He came to visit me twice before the pandemic. The files and prove he submitted seems fine according to the checklist. I don't know what makes the USCIS sent us the document in July. He made "undelivered notice"request on USCIS website and got the reply that the USCIS would send him another reciept 797, which he already got last June... There is no human answering the phone call either. I wonder if there is anyway we can contact the USCIS to make our request understood?
The status page now shows that the notice have been sent, and please contact them if they are not received before September 2021, rather than the regular" under review "status.
My questions are: Is our case stalled? At what stage is it? What might the returned documents be? How long might it take for my fiance to get the approve letter from USCIS
Thank you!
