Green Card Interview: Who is required to attend?

Timeline

Our interview has been scheduled for May 24 but we have not received the letter yet, so I just want to know who is supposed to attend the interview so that we can plan accordingly. The applicant only or both spouses?

Normally both spouses attend.
 

There have been petitioners who have received letters listing just the non-LPR / non-citizen who filed I-485 and advice is for both spouses to show up anyway.  Security might not allow the LPR/citizen spouse to enter in that case but the IO can override security.  
 

Conversely we send more examples lately where the IO won’t interview the LPR / citizen spouse.  
 

We even have at least one case where the couple shows up and the IO says “You are approved. No interview for you.  Now leave.”
 

Bottom line is both spouses need to be available to the IO
