Hello,

Any help would be greatly appreciated. I am hoping that maybe someone could help us here or had experienced with the same issue.

My mother petitioned my brother as F2B which got converted to F1.  DS-260 was filled and all the Supporting Documents are "accepted" except for the military document had being " invalid".  My brother is an Army Reserve/volunteer in the Philippines. The reserve unit was able to  provide him with a written statement of being a reserve/volunteer. However, the agency where the NVC wanted the document to be acquired from  is unable to provide him the document, saying that "reserve(s)" will not fall into that category of military service. And he does not have a record from that office.

Thank you!

I dont believe he would be considered military for the immigration process.  He was not a sworn soldier.  Look here.  Scroll down to military records.
