N -400 application and Section 319(b) (Spouses of U.S. Citizens Employed Abroad)

Has anyone files for expedited citizenship under Section 319(b)?  Can you start the application before employment overseas begins as long as you have a signed contract that is at least a year and meets the employments qualifications?

Yes you can, and you may even expedite it to get citizenship before leaving the US.

I follow up on my own question, but I hope I know the correct answer.  We filed for citizenship under Section 319(b) in October 2021.  We moved to Austria in January 2022 and will likely live here for at least two more years.  Since we applied for naturalization, I'm assuming this waives the green card requirement of being in the US for at least six months of the year.  Would we apply for ROC normally if the N-400 application is still pending in January 2023?

Yes, it waives the requirement to be in the US, and you have to apply for ROC normally when your 90 day window opens up. Then when you have your N400 interview (if it comes first), let the field office know that you have ROC pending so they can hopefully do both interviews the same day.
