If she never appeared in immigration court, nor was she sent a "Notice to Appear", then she was never in immigration proceedings.  But if you want to disclose the denial of entry (or possible expedited removal) on the petition anyway, you may do so in the "Additional Information" section.  In any case, she will need to disclose the incident on the DS-260 form after the petition is approved.

Are your parents outside the US?

Presumably you have researched the healthcare issue and have a plan.

no immigration proceedings, she was just send back in the next flight. but to fill out the form they need details which we no longer have. so that is my concern

Which question in the I-130 petition asks for details about denial of entry if the beneficiary was never in any immigration proceedings?  Or have you actually filed a petition and your mother is already filling out the DS-260 application form which does ask for such details?

Healthcare for immigrating parents can be very expensive if  they cannot work etc. no SS benefits , no free part A Medicare .. ACA marketplace only …best to research now before making the decision ..so you know the cost of insurance ahead of the move. It can be very very expensive to have even moderate coverage
