My husband had the interview yesterday and needs an I212 waiver for the following reasons 6C1, 9C1. 

 I have two situations which will be more extreme pain to present 1) I am in charge of my parents over 80 who have been diagnosed with dementia and 2) I have had a knee problem for a year and if the therapy did not improve, I will need surgery.  For none of these reasons I can live with my husband in his country and I need his help in USA.  What do you advise me?

Wait, your husband illegally entered the US even after being returned and also misrepresented himself? 
 

This will be an uphill battle - you may need to start thinking what if the waiver is not approved.

He was out of the USA for 10 years but before finishing the punishment for being more than 1 year illegal, he tried to return and said he was from Mexico, which he lied to the immigration officer.  Now the consul told him that he is eligible for an I212 waiver

Find a good immigration attorney who is an expert in waivers.

In summary, it took 13 months for approval of the CR-1.  It took 44 months for approval of the I-751.  It took 4 months for approval of the N-400.   It took 172 days from N-400 application to Oath Ceremony.   It took 6 weeks for Passport, then 7 additional weeks for return of wife's Naturalization Certificate..
