I have question if someone cane help please 

If someone have applied for there parents like my brother inlaw is US citizen and applied for parent and priority date is January 2021 so how would we know that when there case is gonna approve like for permanent resident there is visa bulletin where they can estimate the dates but what about ir5

There is no priority date as visa numbers are immediately available for IR petitions, so it is not in the visa bulletin. The wait is processing time of the USCIS service center the petition is at (see https://egov.uscis.gov/processing-times/ ), the current processing time at NVC once it is approved (see https://travel.state.gov/content/travel/en/us-visas/immigrate/nvc-timeframes.html) and the wait for an interview at the particular embassy after NVC processing is completed.
