I paid my father and mother CEAC IV fees but I couldn't pay for mine. I am really worried and I wanna confirm if I can still apply for CSPA?

You don’t “apply”, the interviewing officer at the consulate will automatically calculate it if applicable. Although you will only know for sure if it applies when your priority date is current (it might be already- what country are you from?), right now on my calculation you are only a little over 19 years old on a CSPA basis. If NVC has accidentally removed you from the case, as they do from time to time, contact them and tell them to add you back so you can pay fees.

If you are the child in that application you are listed as follow to join. Why? That means you do not intend to accompany your parents when they get their visas, but to come at a later date. That is probably the reason your stuff is not there, not CSPA factors?

Have you tried changing "follow to join" to "accompany" to pay the fee?

It seems like changing from "follow to join" to "accompany" was a success. I have couple of questions I would like to ask.

Will I face any problem related to CSPA while I try to pay IV fee? Suppose I don't pay my IV fees. What will happen? Will I be able to face the interview with my parents even if I don't pay my IV fees?

You shouldn’t face a problem paying the fees, as before, if you do contact NVC. No, you cannot go to the interview without paying the fees.

Do you think I should hire an attorney to contact NVC for handling the CSPA part or I should do it by myself? Except me all the documents and IV fees of my parents have been paid back in October 5, 2020. This month I got response from them that all required documents have been received and approved: January 6, 2021. 1588536589_Screenshot2021-01-30161752.jpg.0b8807bb2403fe2be2aa2ef70168525d.jpg

You don’t need an attorney. Get started on getting the paperwork needed and pay the visa fee.

What’s an attorney gonna do with CSPA ? Not trying to be sarcastic I don’t even understand. NVC does not calculate CSPA. Just do what you need to do. submit the documents and pay the fees.

Google CSPA calculator and put in your dates to see if CSPA can help you.

CSPA has nothing to do with being able to pay the fee.

If you don't pay the fee, then you can not submit the DS-260 and you will not be applying for an immigrant visa.

Without paying the fee and filing an DS-260, then you will get an interview and you will not be allowed into the US Embassy.

Paying the fee and filing the DS-260 are requirements to getting an interview and being allowed into the US Embassy.

You do not need a lawyer.  You have to follow the instructions.

An attorney can not help you with CSPA.

You've set yourself back by not paying your fee and filing your DS-260.  Once you pay and file, you will have to wait for your required documents to be received and approved before your family can go onto the next step.
