You must have incorrect information.  They absolutely require evidence of a bona fide marriage, regardless of where the beneficiary lives.  They have to - otherwise even more immigration fraud would occur.

of course,  we all had to prove a bona fida marriage for a spouse visa

 

you need to prove marriage is valid for a spouse visa

they need to see the marriage certificate (also with an English translation) and any other proof you have of the marriage like photos of the celebration, proofs you were in Algeria on that date with a valid airline boarding pass

the marriage certificate from Algeria (or whatever country you married in) must have the stamp showing it was registered in the court system

then it would seem USCIS has lost some of your documents

i hope you have kept and will keep copies of anything you send 

as it looks like they need to see it again

when you do send a document , make sure you put the case #, both names and both DOB's in the upper right hand corner of each and every page

I really don't know cos mine was in English, hopefully someone will answer this. Or check other vj members from non English speaking countries to see how they did theirs.

I send 10 pic, i thought they ask about that on the interview at the embassy not before I130 approval.

yes maybe I thought they need the evidence at the embassy not before I130 get approval

It’s not that many years ago that your previous wife petitioned for you to come to the United States. The process hasn’t changed that much. How much evidence did you send the first time around? 
 

Your timeline might also be a factor in this - it’s possible that the burden of proof is higher this time around. 

Timeline in brief:

Married: September 27, 2014

I-130 filed: February 5, 2016

NOA1: February 8, 2016 Nebraska

NOA2: July 21, 2016

Interview: December 6, 2016 London

POE: December 19, 2016 Las Vegas

N-400 filed: September 30, 2019

Documents sent to USCIS must be translated.

In summary, it took 13 months for approval of the CR-1.  It took 44 months for approval of the I-751.  It took 4 months for approval of the N-400.   It took 172 days from N-400 application to Oath Ceremony.   It took 6 weeks for Passport, then 7 additional weeks for return of wife's Naturalization Certificate..
