what kind of visa should my future mother in law apply for if she is visiting for our wedding??

The US Embassy in Manila can conduct visa interviews in Tagalog.

She will need to show some very strong ties to her homeland to get a tourist visa.  They are very tight with Filipinos.

Hardly peculiar to the US. I know people with German and Lithuanian citizenship who don’t speak a word of the languages. And people with ancestral British citizenship who never set foot in the UK. Etc. 

 

None of which is relevant to the question of course, no you don’t need to speak English to get a tourist visa.

Yes, all citizens have the same rights, except one (president must be born a USC). The constitution is a wonderful thing.  What does that have to do with getting a tourist visa lol

no. usually in local embassy there's always officer who can speak the local language
