There is no way to speed up your mother's case.  There is nothing you can do now.  You will have to wait several more years for the NVC to contact your grandfather to pay the fees once your mother's PD is about to become current in Table B of the Visa Bulletin.  You grandfather can not pay your mother's fees in advance.  He has to wait for the NVC to send him a fee letter.  It's highly unlikely that the NVC has sent a welcome letter for your mother's case since it will be several years before her PD becomes current in Table B of the VB.

Oh, okay! I was just a bit confused because in the bulletin, it’s Aug 2011 if I’m not mistaken and my aunt already received her letter. But anyway, thanks again for clarifying.
