Send-in the I-944. I believe despite the injunction being limited to those 3 states that USCIS arent currently requiring the I-944 no matter which state you apply from. Theyre allowed to require it, but currently opt not to and could bring it back at anytime, someone may be able to confirm.

As you say though for the OP as they applied back in March it is still required of them.

Yes, since USCIS has requested it and there isn't an injunction that helps OP to decline sending-it in (per OP's profile, OP lives in California).
