Nigeria remains one of the banned countries at this time .. until the ban  is lifted  Immigrant visas will not be issued.

Spousal visas can be issued if the consular thinks you qualify for the presidential waiver.

If you called USCIS they can't help if it is at the consulate. USCIS does not issue visas.

Where is the petition at?  USCIS, NVC or Consulate.

Based on your timeline the last place it was is the Texas Service Center.  If so it has been sitting there too long.

Are you a US citizen?

Your "Attorney" should know what is going on:

Yes he is here.. he came the day before the lockdown.. the visa itself says that’s it’s issued and the presidential proclamation was waived.. he got is social security number and is already working.. stop listening to those that do not have all the facts and keep focused on the prize

I thought the IR1-CR1 wasn't affected any way.

It's affected. Look at row for Nigeria: https://travel.state.gov/content/travel/en/us-visas/visa-information-resources/presidential-proclamation-archive/presidential-proclamation9645.html "No immigrant or diversity visas, except for Special Immigrants whose eligibility is based on having provided assistance to the United States Government." The CO should consider the applicant for a waiver at the interview.
