Timeline

The police certificate we uploaded was rejected twice. The officer just commented "upload the correct certificate ". We obtained this same one from the required authority at Alagbon Lagos. 

I only uploaded the coloured stamped page. 

Am i doing something wrong?

Do you have a fingerprint card? The DoS site says 

https://travel.state.gov/content/travel/en/us-visas/Visa-Reciprocity-and-Civil-Documents-by-Country/Nigeria.html

 

Special Seal(s) / Color / Format:  They are typically printed on white paper with red background lettering.  Seals are inked, most often in blue, black, or purple.  Bio-data is typed in Times New Roman font. Fingerprint cards must be submitted along with the police certificate.

Yes. A copy of the long sheet for fingerprint was giving to us.  

So we need to include it?

U also have to upload the finger prints.. u should upload a total of three pages
