Is NVC up and running? Trump order effects spouses?

My spousal visa paperwork for my wife was received by NVC in about February for an interview in Manila for a spousal visa.

 

Is NVC still processing and setting up future interview dates?

 

Also, the immigration order by the president, I was not sure...does it restrict spousal visas or not?

NVC is processing cases and will schedule interviews after DQ, as the local situation allows. Spouses of US Citizens are exempt from the bans.

After DQ, you are in the queue for an interview.  Big backlog due to Consulate closure for COVID related reasons.

July 30, 2011: Received NOA2 hardcopy in mail
August 8, 2011: NVC received file
September 1, 2011: NVC case number assigned
September 2, 2011: AOS invoice received, OPTIN email for EP sent
September 7, 2011: Paid AOS bill (payment portal showed PAID on September 9, 2011)
September 8, 2011: OPTIN email accepted, GZO number assigned
September 10, 2011: Emailed AOS package
September 12, 2011: IV bill invoiced
September 13, 2011: Paid IV bill (payment portal showed PAID on September 14, 2011)
September 14, 2011: Emailed IV package
October 3, 2011: Emailed checklist response (checklist generated due to typo on Form DS-230)
October 6, 2011: Case complete at NVC
November 10, 2011: Interview - APPROVED!!!
December 7, 2011: POE - Sea-Tac Airport

January 28, 2014: Production of new Green Card ordered

February 3, 2014: New Green Card received; done with USCIS until fall of 2023*

Yes, but that assumes the Consulates stay open.  No way to know what's next with COVID 19.  If they close again, it will be later, maybe much later.

Current case review time: As of 27-JUL-2020, NVC is reviewing documents submitted to them on 8-MAY-2020.

Looking at the VJ timelines, for the PH CR1/IR1, they are doing expedited interviews at the Manila embassy (around 10 have been recorded in July 2020 and 3 set up for August). There was 1 case that said they didn't expedite their case but still had an interview, but it was at the Singapore consulate and recorded under the Philippines section.
