This is basically a catch-all. Anything can qualify, few things actually will.

 

An example of something that might qualify is active military operations in the area, a relative on their death bed, or who recently passed away, etc.

 

A better approach tends to be to determine if an expedite is needed due to whatever issue you have, then make the request if so.

its basically they give you a puzzle to figure out and if you give them the right answer, you solved the puzzle. Cryptic reason cause they have to make it hard or it makes everyones life easy
