That piece is incomplete and misleading. It plays down that restaurants in those counties are cleared for outdoor service, and doesn't mention that a deal has been struck with prisons in the state to buy excess food from restaurants in those counties. Only dine-in service has been postponed. The author does himself a disservice by leaving out the complete picture.

 

It also says that the restaurants can't reopen. That simply isn't true.

So the answer is probably less. But the point I was trying to make is that the article makes it sound like the restaurants would not be allowed to open or to recoup any losses from being unable to offer dine-in services. I don't live in Maine and I don't know what the conditions are like there right now. It may make sense to allow outdoor dining only in these places. We were supposed to be starting outdoor dining and some limited indoor dining before the looting, and a couple of places have already. (My favorite Kreation Juicery has outdoor dining and I had wanted to go check out the patio when I got the COVID all clear but that will have to wait for a while now.) 

 

Viruses and public health can be unpredictable, moving targets. The restaurants are being given what looks to me like a middling path while the spike passes. It's not perfect but it's better than shutting them down completely.

Outdoor dining may not be available to all the restaurants, plus it is not very warm up there yet, so unless these restaurants are loaded and can go out and get some heaters if they even have space for outdoor dining is questionable.  The simple fact is the governor gave direction and then changed her mind at the last minute.

But why did she change her mind? Is it because she's spiteful or insensitive, or because she is trying to ensure the health of her citizens with a limited and tailored move? 

 

This is a health emergency; things change. It is up to our governments to be nimble and meet challenges as they develop. 

 

I have been in Maine in June.  It is not exactly freezing during the day, even in Aroostock County which is up in the way, way north. I've spent time in York County and this time of year it's usually in the 70s. Just checked the weather there and it's going to be 83 on Friday, almost 20 degrees warmer than it's going to be here!

Alex is here agreeing with you. He said if I hadn't changed my mind in 2006... and 2009... and 2010... we might be celebrating a wedding anniversary, not planning a sodding wedding during a global pandemic and widespread looting.

 

He really is the most patient person I know.

Who knows at this point.  There is a lot more information out there now, but if she is just relying on out-dated models, she may be making decisions with bad information.  Regardless, like I said, not every restaurant has the ability to offer outdoor dining, be it due to no room in front of their establishment, or potentially the need to have state approval.  I do not know what the laws are in Maine for restaurants, but based on everything else regulated by the states, I assume establishments will need some kind of permit to offer it.
