The law does not provide for a valid reason. 1 day overstay = automatically canceled visa.

Any leeway would be by the CO in determining whether to issue a new visa or not. For example, one day overstay given the circumstances is probably favorable, but it's the CO's call.

I think there's a pretty good chance it will open again sometime between April 28th and June 18th. So I don't think we're going to have to worry about it. But my question was theoretical. IF it remained closed from when they suddenly announced it recently - until say, July 18th and she went home on July 19th... would they consider that a valid reason for over staying? A natural disaster that caused unforeseen consequences beyond her control. And yes, I'm sorry - but this was quite unforeseen. We had no idea that the country she was flying back to would completely close down their airspace to ALL incoming foreign flights.  And if they were to keep it closed from March until July - that would be quite unprecedented and therefore also unforeseen and unknowable.

   There is no valid reason for overstaying. If she is not able to leave by June 18th, she must request an extension of status before that date. She can give the reasons at that time. USCIS' response will determine whether or not they consider it a valid reason.

A week or so ago it was already a pandemic and it was quite clear that things were only going to get worse. We have known about this since the beginning of March. 
 

I see the airspace is due to re-open on April 4 and Turkish Airlines have seats available on April 19 for around $500 to Islamabad. So there is a good chance so won’t overstay, thankfully.

Dont overstay if you dont want problems. There were a lot of chances to leave already but didnt now you might have to deal with the consequences. Good luck!

She should have long gone home. The second there is a flight available she should be on it home. There's rightfully is no accommodation for overstaying. If she decides to overstay her visa will be cancelled and will have to try her luck with a new one.

“Not what I want to hear” is not the same thing as “unhelpful”. Sadly it’s often the case that when it comes to things like immigration overstays, the right advice is often what you don’t want to hear. Pointing out that this conversation has already been held, and that USCIS may not see things your way, is not “rude”. More generally, if you post in forums you don’t get to control who answers. We get a lot of shooting the messenger here.  If you feel anything I’ve said contradicts the terms of service, feel free to report it to a moderator. 

Geowrian is correct, as soon as there is overstay her visa will be cancelled. People have had their visas cancelled for being on a flight that left late and left past midnight of the day their stay expired.  You can hope things improve, or you can file for an extension of stay, which will help if it’s granted and make it worse (potentially longer overstay) if it’s not. JFH has found some useful information for you about flights back.

Your mother-in-law does not have tot fly back to Pakistan, she can get out of the US and fly/go to any other country.  Fly to India and wait until Pakistan open their airspace, or take a bus/train. I strongly suggest that you do not count on them being lenient, and instead do all that is feasible for her to keep her visa.  Best of luck.

Pakistan airspace is not closed, only flights are cancelled.. in saying this, they’ve said no Pakistan nationals have been abandoned they’ve either been brought back or accommodated..

 

flights will recommence from 5th April..so no need for any kind of over stay if her return flight is already booked for late April

This is why many countries have systems for their citizens abroad to provide their contact information and dates/locations (eg, UK Foreign Office registration, US STEP program). This is how they figure out who is where, push out info (eg, about current local conditions, recommendations, info on repatriation), and contact you to see if you need support (and/or give phone or emails to reach them).
 

Or, you call the main embassy number for help in a crisis and hope someone answers.
 

Absent some action on the part of the traveler, the home country won’t know where you are and won’t consider you ‘abandoned.’
