Priority date : March 2012

how long need to wait?

Hard to tell exactly but will be number of years still unfortunately. Current PD is October 2006. There is also a big backlog from the Covid shutdowns + Trump ban. My best guess would be around 8 years.

No, it will not speed up the process.

A USC parent would file a new I-130 which would get a new Priority Date.  The current wait is 13 years.

A US citizen parent filing for an adult son/daughter is faster but it will NOT speed up a current petition. The parent would basically file a brand new petition for your sibling. So your brother will have 2 petitions, one from you as a sibling and one from your parents as a son/daughter. Even when the parent files it will take 7 - 10 years unless they are underage.

Yes it’s the same for everyone except india, Mexico, Philippines

USC parent filing for who? Is the person single or married? If single and parent files now -  it may shave a year or two off that wait time. If married and parent files now it will be longer.

The current wait for F3 cases, USC petitions married child, is 13 years.

The current wait for F1 cases, USC petitions unmarried child over 21, is 7-8 years.

A US citizen parent files a new I-130 petition which gets a new Priority Date.  It doesn't speed up a case that a US citizen has filed for a sibling.  It will be two completely separate cases for the same beneficiary.

Does Biden's Immigration Plan speed up bringing siblings or not?

Which will have nothing to do with the question about the immigration plan speeding up F4. A question that was answered/discussed yesterday here on VJ already anyway.
