Looking at the Department of State website I see that you have one year to apply for an Immigrant visa from the notice that a visa is available. So does this mean one year to set up your account and pay the fees etc. Or to actually attend the interview at the Embassy?

Some visas take many years before their priority date is reached...a visa is available...they make it to the front of the queue. The DOS will only hold the spot at the front of the queue for a year. If a year goes by without an application (submitting DS-260) or any action, they can pull the case as past it’s shelf life assuming the beneficiary no longer wants a visa.

I think that is warning beneficiaries to check priority dates online from time to time and keep up with where they are in the queue because moving and failing to get a notice from NVC is not an excuse to come back five years later and think they are still holding a visa spot for them.
