Another update:  The passport agency called and asked for school transcripts from the time my daughter entered schools in the U.S.  I'm hoping that means that when we provide them this evidence of sole custody, they will send the passport as she is now 18 years old and graduated from high school.  I really don't want to spend $1200 for proof of her citizenship.

I checked our documents and found the "Change of Residence" that was executed for the move to the US. It does state that he gives his permission for her to permanently relocate to the US. I

Well it’s the same email address for both but I presume they use the one in the form.

I received notification passport was approved/shipped tonight even though I put two different emails in the application and status website.   DoS had enough sense to send to both addresses.
