If the ban is still in place you will go to the interview, if the interview goes well , you will be denied but you will be told you can apply for a waiver.  Waivers are hard to get and take  long time.  IF the ban is lifted then it will be like it always has been

This will not be over quickly. You will not enjoy this.

I feel so much optimistic, cause it’s really hard for me, without my spouse feb 2nd, was our first marriage anniversary, and I can’t imagine or think straight

You may need to have a plan B, like for your spouse to move to Nigeria.

My interview is end of this month, and US government has place ban on Nigeria for issuance of immigrants visa, I’m so confused and what is my hope, how will the new law affect me,

Both of us are in the same situation. My wife's interview is after Feb 21. I understand from people it will be denied unless the travel ban is lifted. What happens if the ban is not lifted and the waiver is not approved? Will it result in a fresh application?

I’m Really confused and I can’t imagine what will likely happen an list.

Go to the interview.  The consulate officier can recommend a waiver and will advise what is going to happen.   If a waiver is not recommended you will go into AP until Nigeria gets itself off the ban list.
