Not enough in-person time spent together would be my guess.  There could be many other red flags - age difference?  Difference in religion? Best bet is to cut your losses, marry, and file for a CR-1.

No one here can tell you why you were denied you have to wait for the letter. Your next option is to get married and file the cr1 or get married and have your spouse move to Pakistan. You had one meeting in three years for a total of 9 days? Could be very likely they didn’t think you had a legit relationship coming from a high fraud country ...

You never submit videos. More face to face time would be best. If you get married on next visit try having a few more visits before you apply for the cr1 or have the spouse move to you for some time.

Definitely not a good amount of time.   The more face to face time the better.  Comingling of assets, being on each other's life insurance, anything else showing acts of being married submitted?

1.  Multiple visits......as many as possible.....Time spent together is the best evidence you can provide.

2.  It will take 12-16 months at the very least.  Pakistan is known to add extended administrative processing time.

This assumes that both people are legally available to marry.

Unfortunately Some reasons for Pakistanis to be scrutinized more are for visa overstays, fraudulent marriages and previous ties to terrorism...

once you apply for CR1 expect the process to be a bit over a year however expect a longer than average background check for the reasons I mentioned above...

to make a strong case have MULTIPLE visits, family blessings and even living together for some time (spouse move to Pakistan)

That is a normal ball park figure, plus AP which can take some time.
