Police certificate - how to pre-request it?

Hi,

 

We are waiting for NVC to receive our documents, and I thought I would request the police certificate in advance to have it ready when requested (take 3 weeks to process police cert.)

But, in Israel I can only send the police cert. to the embassy/consulate, I can't receive it myself (not even a copy).

 

So, does this mean I have to wait until NVC actually asks for it to request it? And even then, NVC demands to send all documents together and not seperate. How can we do it this way?

Yes, there was no need to upload it to the NVC site. 
The police department sent it straight to the embassy. I just included a short note in the NVC file that it was already sent and I don't own a copy.
