Hi everyone! This situation is a little tricky, so please bear with me as I explain myself.

My K-1 approved petition is currently at the NVC, and according to the rep I spoke to there, he told me the paperwork finished processing on October 18, and as of today, October 22, my case is still with NVC.

 

Here's my situation: between the time USCIS approved my petition to the time NVC received it, my fiancée moved from India to a different country, due to work reassignment. The NVC rep I spoke to mentioned to me that chances are the case would get sent to the US Consulate in Mumbai, but I would actually need it sent to the Consulate in the country she now resides in. He recommended me submit an online inquiry through their website and submit proof of residence, but there's no guarantee they will receive the request in time before sending everything to the Consulate in Mumbai. 

 

My question is for any reason it gets sent to Mumbai, what would it take for me to get the case transferred to the other location? Typically, how long would it take and would it cause a significant delay in the approval process? Has anyone done this before and what is your experience?

You contact the new consulate to do the interview,  if they agree they will request the file for transfer

No set timeline,  could be anywhere from a few weeks to a month or more

Yeah that's an option, but she doesn't think she will get leave from work in order to do that, so we're trying whatever we can so she doesn't have to go to India for the interview.

Yeah, than the other option is the one that was mentioned. She has to contact the local Consulate wherever she is, give them the case number. They probably are gonna ask for evidence that she now resides legally under their jurisdiction, then they will request Mumbai  Consulate to send them the file to do the interview, which could be weeks or months.

Correct,  they must agree that they have jurisdiction over the case either by nationality or residency

Okay great, and I imagine that she would probably need to provide them a copy of the Visa she received through work and possibly a copy of her rent agreement to show address of where she's currently staying?

If you wish to have your immigrant/fiancée visa file transferred from one Embassy to another U.S. Embassy/Consulate, please contact the appropriate U.S. Embassy/Consulate directly in the country where you wish to apply and follow their instructions for case transfer. Please click here for the full list of all U.S. Embassies and Consulates overseas.

 

The old Embassy will need to receive a formal file transfer request from that U.S. Embassy/Consulate in the country where you wish to apply. Upon receipt of this request, they will immediately forward the file for the New Embassy to process. (Expect up to a 30 day delay)

 

Once you contact your New Embassy you then can discuss the transfer of your fee if you have paid it prior to the decision of transferring your case to your new embassy. Be sure to have your payment receipt available.

 

If your case goes from embassy to embassy then NO you don't get a new case number. The case number will began with original alpha nomenclature ie. AAAXXXXXXXXXX. If her case comes from NVC then you will have a case number starting with the embassy that you will interview in. To make your payment using your old embassy's case number you establish your profile with that case number then you link your payment to your profile.

The length of the delay is also unknown, please quantify the terms "significant delay," hours, days, weeks, months...? Has anyone done this before and what is your experience? It happens often enough, do a forum Google search and review some K1 visa forum pages for prior experiences.
