You filed a I-864 for a joint sponsor but the spouse didn't /wouldn't provide his I-864.   You need to file the correct forms.  You can not make up the rules.

Based on your other posts, your spouse, clearly doesn't want to work and support you in this process.

If you choose to refile, you can post here and we will give you tons of free advice.  It might be best to pay a well regarded attorney to do the filing.

Soon you will be getting a NTA and will have to make a hard choice.

The cosponsor is for only K1, not this AoS

Yes, he doesn’t work for this so I’m doing by myself even I can’t speak English fluently... :(

He would ask his family to borrow money today.

Then what is this RFE for?   You didn't file the I-864 from your husband?

I don’t know, maybe submitted without signature.

I just knew that one one of my friends’ application was also denied because of missed documents even after they set up interview. Uscis squeezes money...

The screenshot you showed us of the RFE clearly says that the I-864 you submitted was not the petitioner/sponsor's (your husband). The RFE seems to imply that you had submitted an I-864 for the joint sponsor because it discusses further that even if you're using a joint sponsor, you still have to submit an I-864 from the petitioner along with the I-864 from the joint sponsor.

Paul & Mary is asking you what the RFE means because while you said that you didn't use a joint sponsor for the I-485, only the K1, this RFE you posted is saying that's not true- you also used a joint sponsor for the I-485.

Your problem is not that it was submitted without signature. Your problem is that your I-485 was submitted with an I-864 from a joint sponsor without an I-864 from the petitioner/main sponsor (your husband). And when they sent an RFE for you to submit the missing I-864 from your husband, it was not submitted within the allowed time. That's why your I-485 was denied. The RFE is a courtesy. They didn't have to send an RFE for the missing document, but they did. And still, the document wasn't submitted within the time allowed. There's no other way to remedy this but to re-submit the I-485 AOS.

Good luck.   With all of your RFEs and an uncooperative husband I really suggest you get help before spending the time and money before you refile, which is the probable outcome.

Tons of us have been able to deal with USCIS and completed the forms without any issues.

You have posted about getting a divorce, your husband using you for your money and as a babysitter and said he lied about his income to USCIS.  You can not get a "Work VIsa".  You have a lot of issues to consider here.  I hope you stand up for yourself.

I don’t have any family to borrow money and my husband doesn’t want to rely on his brother who is cosponsor of K1.

Does his brother not realize that not lending him the money will cause his brother’s wife and stepson to be deported? He cares enough about you to be a joint sponsor, why wouldn’t he put the AOS fees on his credit card to stop you being deported?

Timeline in brief:

Married: September 27, 2014

I-130 filed: February 5, 2016

NOA1: February 8, 2016 Nebraska

NOA2: July 21, 2016

N-400 filed: September 30, 2019

So why is he being the joint sponsor and potentially being responsible for you for many, many years? That’s a huge responsibility and a huge favor to do for someone you “don’t get along with”.

This is not about my thing but one of my friends applied for green card and their application was also denied. They have to refile like me. Their denial reason was “changed mailing address”!! No instructions for that besides you should report the change your address by the phone! I can’t believe! they just squeeze money! 🤬

maybe or maybe not but at the present time you have to file AOS again. Its either that or live out of statues or go back to your home country. Its the only thing you can do.

My husband doesn’t have any friends to rely on so he had to ask his brother who make more money than my husband. I have never seen his brother. I think my husband should have told his brother that it was not that huge responsibility but only for 90days until fiancé visa expired.

Honestly, my heart goes out to you. Based on everything I just read from your past posts, your husband just doesn't care. Every few post, you will say that. He doesn't care. He's reluctant to do anything to do with paperwork. He wasn't truthful about how much he makes. He didn't want to help you get SSN before your wedding. Etc.

The thing is, for this whole process to work (immigration, your marriage!), you need him to care. This is mostly his job (or teamwork at the very least), to file for all this paperwork and make sure everything is in order and all requirements are met, but you're doing it all by yourself.

I think your bigger problem isn't the paperwork or USCIS, but your husband.

You said that. I am trying to talk but he doesn’t face the situation but gets mad. And he always acts waiting for the last day that causes big problems after. So I do most of this things by myself asking him to collect papers. I don’t have any husband besides him to rely on so I need him lol
