Embassy waiting on confirmation of something from US before visa approval?

My partner had his k1 interview on the 11th at the US Embassy in Iceland.  He said the lady was very nice and told him everything looked good with his application.  

She took copies of everything and said they just needed to look it over but it was very likely going to be approved, unless they found something in the papers. She said they would email within 24 hours to let him know.  They didn’t email within 24 hours, and after 48 hours had passed, he called the Embassy.  They said they were waiting on confirmation from the US?  He didn’t ask what they were waiting on confirmation of.  

 So he has not been approved or denied(didn’t get a 221g paper).  The CEAC website has not changed his status either, as it still says “Ready.” Which I thought they were supposed to update it at least to say “Administrative processing.”

Has anyone heard of something like this?  It just seems weird and we’re starting to worry something is wrong.

Ours is still sitting on issued status,  does that mean it's not ready to pick up?
