How to change consulate for processing

So my fiance is currently living and working in Hong Kong but is leaving her job in 3 weeks and moving back to the Philippines.  I received NOA2 approving our I-129F on August 15th and have not received anything from the NVC yet (nor can I get anyone on the phone there after a dozen+ attempts).  The I-129F listed her address in Hong Kong but I now need to change this.  I do not yet have an NVC case number so I am unsure how to proceed.  Will the next correspondence go to me in the US or to her Hong Kong address and how to I update that?  Any advice would be greatly appreciated.  Thank You.

Call NVC or email and see if you can intercept the petition before it goes to hong Kong.  If you can't,  then once you know the case number you need to reach out to Manila to request the file be transferred to them

YMMV

Does no good to contact NVC regarding transferring the case file, .   You will have to wait for your case file to reach HK, then contact the embassy in Manila to request the case file be transferred.

If you fiancee has not left HK yet, ask her to get  the police clearance for HK    https://travel.state.gov/content/travel/en/us-visas/Visa-Reciprocity-and-Civil-Documents-by-Country/HongKong.html

To get your case number email NVC  >  https://www.visaconnection-philippines.com/nvc.html     Once you have your embassy case number you can then contact USEM to request the case file be transferred.     Once you get the email from NVC forward it to your fiancee as she will need it for the medical at SLEC.
