I think you're confusing "illegal" and a violation of carrier's contract of carriage.

That said, those provisions are rarely enforced, and even when they are, the only circumstances I've seen them try is on a multi-leg trip. For instance, one-way tickets from A to B to C, instead of as single ticket from A to C.

Typically what they do to enforce this is if you miss one flight, they cancel the remaining flights on the same ticket.

 

Edit: I would also point out that nearly every individual that has overstayed a via in the US had a return (or ongoing) ticket that they never used.

I am an entertainment travel agent and we don’t book dummy returns as they can resolve in hefty fines for the agency. Even it’s not really allowed (they would have the right to charge you for the difference between the one way and the roundtrip) it is really unlikely they would enforce that for a single booking. There are a few occasions that happened (i think lufthansa started) but the chances are slim.
