Police clearance from different country delayed

Hi All,

 

I have received welcome letter 3 months ago. I have prepared all documents and paid fees. I am just waiting to
receive a police clearance certificate from a different country where I did my studies. Looks like it will take few weeks
to receive the clearance from that country.
Questions:
1) Should I submit my DS-260 and AOS without this only remaining document?
2) Will I have opportunity to submit this clearance certificate at later date or at the time of interview?
3) If on the process asks for the police clearance certificate, will it delay the process?
4) Do I need to be concerned about October 15, 2019 laws?

I think you can request them to submit the Pcc for the time of embassy interview

Pretty sure if you dont submit the required documents and you will receive a checklist. Your case needs to be complete prior to scheduling an interview but maybe there are exceptions?

Police certificates are required at NVC.  If you submit paperwork to NVC without the police certificate, I also think you will receive a checklist, and it will delay your case.
