There is a tool online where you go through a series of questions and it will tell you if you are eligible.

Go here https://www.gov.uk/apply-renew-passport and click "START NOW" and answer the questions. You'll need your passport to answer some of the questions.

From what I know, yes you can renew but you will get a British Overseas Passport with no right of abode in the UK. (It is basically a Stateless person ID document which looks like a passport. Most countries do not know the difference for Visa sake except places like Australia, South Africa, India, Kenya, Canada and NZ because they had to deal with the 1968 and beyond influx of Ugandan and African Asian British Subjects a while ago.

 

If you intend to travel to the EU, you should check if you need a Schengen Visa. 

 

Bottom line, there is no country you are a citizen of even if it says British Passport on the Passport cover. You are however, domiciled in the USA
