Skype marriage (pakistan) spouse visa (merged)

Timeline

Need to ask something 
One of my friend’s story !!!
She and her husband done Skype marriage in a year of 2016 and also registered in their homeland country(pakistan) 2016.
And after that they have met together in a another country and done their all marriage functions in a year 2018 , made photos together videos
 and both families were also present. 
Now they want to enter a spouse case but unfortunately, Skype marriage will not acceptable in a USCIS. 
So now what should they do 
Any best way or suggestions for them .?????

August 7, 2022: Wife filed N-400 Online under 5 year rule.

November 10, 2022: Received "Interview is scheduled" letter.

December 12, 2022:  Received email from Dallas office informing me (spouse) to be there for combo interview.

December 14, 2022: Combo Interview for I-751 and N-400 Conducted.

January 26, 2023: Wife's Oath Ceremony completed at the Plano Event Center, Plano, Texas!!!😁

February 6, 2023: Wife's Passport Application submitted in Dallas, Texas.

March 21, 2023:   Wife's Passport Delivered!!!!

May 15, 2023 (about):  Naturalization Certificate returned from Passport agency!!

 

In summary, it took 13 months for approval of the CR-1.  It took 44 months for approval of the I-751.  It took 4 months for approval of the N-400.   It took 172 days from N-400 application to Oath Ceremony.   It took 6 weeks for Passport, then 7 additional weeks for return of wife's Naturalization Certificate..

Under certain conditions, it can be valid for USCIS.

Ok how much chances of rejection in this type of cases 
Is it approved there is chances of approval or not ??
Because thats why still they did not enter a spouse case just they are so afraid of rejection ?

My assumption is that it was..........at least in 2018........if so, wouldn't it then be valid for USCIS?

Proxy marriages are permitted provided that the marriage was consummated after the proxy ceremony. Where were both parties located for the proxy marriage? 

 

And for evidence that the marriage was consummated you don’t need to provide, as someone did in the past, “live action photos”, but evidence you have spent the night together somewhere after that date - a hotel receipt would suffice.

NOA1: February 8, 2016 Nebraska

NOA2: July 21, 2016

Interview: December 6, 2016 London

POE: December 19, 2016 Las Vegas

Depends if both parties were in a location where proxy marriage is permitted, from my understanding. So if the petitioner lived in a state that doesn’t permit a proxy marriage, it’s null and void unless he was located in a place that does permit proxy marriage at the time.

I-130 filed: February 5, 2016

They thought 
Is it very hard to prove in this kind of case thats why did not yet enter a spouse 
Can you tell me step wise now what should they do 
Should they enter a case now ?
