2 different filing locations

Does anybody know the difference in the filing locations for I-129 (fiancé visa)? Why are there 2 different locations for filing? I don't know which one to use.

One address is a PO Box if you are using USPS. The other is a physical street address if you are using FedEx or UPS to send you petition

If you are sending via USPS, use the top address. If you are using something else, use the second.
