I filed for citizenship last month ( not online) and i requested a fee waiver ! My friend told me to go to welfare and request a document called ( passport to service) to proof that you're a low income,  so i did and i prepared the documents myself ( not based on marriage) and i sent it to the PO box address in Arizona ,  it's  been almost a month so i went ahead and called uscis today and the lady said that they received it yesterday even though i sent it a month ago and she gave me a receipt number and when i checked it online this is what its showing

On July 25, 2019, we received your Form N-400, Application for Naturalization, Receipt Number xxxxxxxxxd , and mailed you a receipt notice. It is being processed at our Integrated Operating Env location. The notice describes how we will process your case. Please follow the instructions in the notice. If you move, go to etc.....

Does that mean that they accepted the fee waiver ? Coukd this be a denial letter? Thank you guys

I have no idea so I can't give you any advice.  A receipt number is, to my knowledge, only issued when payment is received.  It is possible that it took longer than usual because they had to verify your claim for fee waiver eligibility.

I know it's weekend now and it means waiting for Monday, but it may be worth calling USCIS and asking them specifically to clarify - unless someone who has experienced a similar situation pops onto this thread before Monday :)

Thank you so much I really appreciate it.  I did call them and the representative didn't have any information for me , she just gave me the receipt number. I am not sure either but to me a receipt means they accepted it otherwise they've just sent me the file back ! I could be wrong but i am trying to make myself feel better lol 🤭 also I've never seen a receipt number from uscis starts with IOE !

I know, but what i meant isxit a regular receipt that they sent me ? Does it mean they granted the fee waiver ? Can this be a denial letter? And who process the IOE cases? Which processing center?

IOE cases are logged in the ELIS interface.   You will receive a receipt that shows where the case is assigned.   The receipt is for the case being processed, not accepted.

This is a good sign. There’s a fee for biometrics that has to be sent in with your application and filing fees.  This looks good - I can’t imagine they would schedule an appointment for you without a fee, or, in your case, accepting the waiver. Wait a few days and check your account. A copy of the letter they are going to send should show in your documents tab.

Agree, if they did not accept the fee waiver, the submission would most likely be rejected and sent back for improper payment.  Having a biometrics appointment scheduled seems like it would indicate the fee waiver was accepted.

I think you have your answer :)

By the way I don't think they'll deny just like that. They might reject but then you don't get a case number but you have one so it's accepted. Congrats!

It sounds to me like, YES they are going to accept passport to service waiver; however, I would be more concerned about them making a  decision that you are going to be a public charge. Especially since your N-400 is not based on Marriage.
