Wait...how do you know USCIS is currently working on Oct 2017 petitions? The visa bulletin says F2A is 'current" for June, so doesn't this mean they are "currently" working on June 2017 petitions? I do not find anywhere on the USCIS site which states they are working on Oct 2017 petition, can you point me to where you derived this info? Thanks.

Humm, thanks. I got an email update from USCIS this week which among other things, it said: "Your Case Status: Initial Review. On July 2, 2019, we updated your name for your Form I130, PETITION FOR ALIEN RELATIVE". I have no idea what that means because I did not request a name change or requested any other change to be made on my petition, so not sure why they issued me that update. Secondly, my PD is 11/17/2017 and since the bulletin is saying June (C), I figured they are close to November filers, but have not yet quite reach November 2017 filers. Do you have any idea what that status update means?

It’s a closed group. 

Petitions can take different lengths of time to approve even if filed on exactly the same date. This has been explained here already.

Member: SusieQQQ said he found some members of a Facebook group here: https://www.facebook.com/groups/112434679501345/  were posting that they were getting Nove approvals. In addition, I got an "Your Case Status: Initial Review" on July 2, which I have been told indicates they are currently working on my petition (my PD: 11/17/2017). 

I don't know if they are working on Nov 2017 I-130 filers for true, but I'm hopeful after getting the status as indicated here. All in all, they may be theoretically ahead in their adjudication than what the current visa bulletin is saying (I really hope).

If you are talking about the USCIS Processing time website, that date is the inquiry date.  If you date is before that date they will accept your case inquiry.

So, essentially, the process times (or case inquiry) date is simply a date that indicates that your petition should "theoretically" already be adjudicated by (or before) that date, and if it is not, they are saying you are authorized you to contact them to find out why your case has not been completed as yet, correct?

Correct.  You can open an inquiry as it is considered out of normal processing times.   Of course if you had an RFE it does not mean it will be adjudicated by that time.

Ok, gotcha! Understands now. I wish the government would make this whole process more transparent and less opaque (or simply explain in layman's term for all to understand easily). Well, thank goodness for sites (and users) like yourself to help bring sunlight to these issues. Thanks.
