Fiancé birth certificate required?

Hello all! My Fiancé (England) was adopted at the age of 2 1/2 and in foster care as a young infant. We have tried numerous times to track down his ORIGINAL birth certificate but have been unsuccessful. We have requested the original from the GRO, they had nothing.  I have included a copy of his adoption decree as well as the new birth certificate he was issued at the time of adoption. Neither of these documents have his ORIGINAL name, only the name given to him from his adoptive parents.

 

It has been suggested that I write a brief letter explaining why I am unable to obtain his original, I’m concerned this will lead to an immediate denial. 

 

Anybody have any ideas on how I can obtain his birth certificate (is it really possible that there’s no way!?) or any tips on what I should include in the brief explanation? Thank you so much.

The new birth certificate would be the correct document.

Adoptive parents are (only) legal parents.  No need to search further or mention anything else.
