K-1 Letter of intent to marry

In the letter of intent, is this section ("United States Department of State
United States Consulate") asking for the address of the consulate in that country that processes K1 visas?

Welcome to the forum.  A little confused.... In the letter of intent, which one? The VJ Example Form example?

If so, it is a generic form that can be used by the beneficiary or petitioner, and can be addressed to the USCIS Service Center, or the DOS interviewing embassy/consulate.

The letter of intent that I'm using is the one from the VJ example.  I'm a U.S. citizen and I'm filling it out for my fiance who's in Brazil.  So on her letter of intent I only need to put the address of the consulate that she will visit?  Or do I need to enter the address of both the USCIS and the U.S. consulate in Brazil?

It's a statement of intent,  it really doesn't require being specifically addressed to anyone 

YMMV

I would tend to think that the red, bolded, in Italics 'or' would give you a choice.  Remember, the beneficiary and the petitioner need to submit a letter of intent with the I-129F petition, and an "updated" version at the visa interview. Like I said, it is a generic form.
