Can my fiance fly into Canada as her port of entry?

You may be able to transit without a visa if you hold a passport from one of the following countries and you meet certain conditions:

  • China
  • Indonesia
  • Philippines

Only if she never leaves the airport and has a ticket for a continuing flight to the USA with same day departure

I disagree with both. She needs a visitor visa imo. Meeting her fiance in Canada and driving to US is not technically considered transiting. For Canada immigration, she is literally visiting Canada.

we got a transit visa for Adil  and didn't know he did not need it 

he bought his mom here on a tourist visa and she did not have the transit visa and she went thru customs and immigration in montreal and there flew onto Atlanta

Unknown where she lives. She could live close to either Manila or Cebu: https://www.vfsglobal.ca/canada/Philippines/

If a multi-entry Canadian tourist visa is issued then she could also use it later in the period of approved Advance Parole but still pending AOS.

Correct payxibka. We don't want any maybe's. It would have been a non-stop to Vancouver. 

But when dealing with immigration and different countries, it's probably best not to take any chances.

So she will fly into Seattle. USA. And THAT will be her point of entry!
